at all costs

Some SEPTA cops told me that if I kept taking pictures in a subway system I could be confused with a terrorist plotting to create schematics for a future attack and would have to be detained. But before that happened, I got these:

yeah cops are always doing that!
and now it's become ingrained in the general public's mind that any deviation = treat.
if you see something, rat someone out.
